With profound sadness, the Te Deum Foundation announces the passing of our beloved president and foundress, Mrs. Wilhelmina “Billie” Silva Mobley, on August 23, 2024, at the age of 77.
Throughout her decades of service, Mrs. Mobley tirelessly supported and fostered vocations to the Roman Catholic Priesthood by providing for the spiritual and material needs of seminarians, ensuring that more than 150 seminarians from 25 dioceses, eight religious orders, and four countries received scholarships for the annual Fatima Peace Pilgrimage, and overseeing the purchase and development of land in preparation for a major seminary in the Southeast. Her commitment to the works of the Foundation was unwavering. Her faithfulness to the Foundation’s mission was a master class in total reliance on Divine Providence.
Beyond her work with the Te Deum Foundation, Mrs. Mobley’s love of God, dedication to prayer, and devotion to Our Blessed Mother were the hallmarks of her life’s story. She leaves behind a legacy of compassion, humble leadership, and countless lives forever changed for the better.
The Board of Directors and everyone who assists the Te Deum Foundation extend their deepest condolences to Mrs. Mobley’s family, friends, and all who were fortunate to know her. We will honor her by ensuring that the work of the Foundation remains ever-faithful to its mission.

Mrs. Mobley’s family will receive visitors from 5pm to 7pm at Sacred Heart Catholic Church in Salisbury, NC, on Sunday, September 1. A vigil service and rosary will follow at 7pm. The Mass of Christian Burial will begin at 11:00am on Monday, September 2, with burial in the parish cemetery to follow.
